A message dated April 13, 2012, was read stating the Senate passed                                                              
HB 316 with an amendment (Senate Journal page 2241); and so, the                                                                
following is transmitted for consideration:                                                                                     
                                                                                                                                
     HOUSE BILL NO. 316 am S                                                                                                    
     "An Act relating to military facility zones in the state; relating to                                                      
     the development of housing in military facility zones; relating to                                                         
     the financing of projects in military facility zones; and providing
